Abstract

The role of institutions in fisheries management based on EAFM (Ecosystem Approach to Fisheries Management) in Air Pinang village Simeulue regency. It highlights the balance between ecological sustainability, social well-being, and institutional governance. Local institutions are central to implementing EAFM principles by regulating access, enforcing rules, fostering community participation, and resolving conflicts. This study used both primary and secondary data collection through questionnaires, in-depth interviews, and documentation reviews of relevant institutions. The assessment referred to EAFM institutional indicators, including institutional presence and function, coordination, participation, law enforcement, transparency, and accountability. The findings show that the institutional roles in Air Pinang Village are moderately effective, with a composite score of 71. Fisher groups, panglima laot (traditional sea leaders), and customary institutions contribute significantly to resource sustainability, but remain insufficiently integrated into an ecosystem-based management framework. Key challenges include weak coordination, limited human capacity, frequent rule violations, and the absence of village-level regulations to support EAFM. To address these issues, strengthening institutional capacity through training, developing EAFM-based local regulations, and enhancing collaboration between communities, government, and stakeholders are recommended. These measures are vital for ensuring sustainable, ecosystem-based fisheries management at the local scale. © Published under licence by IOP Publishing Ltd.
