In 2020, the Aceh Besar Regency Government proposed the construction of WMS 3R in two sub-districts, Lhoknga and Ingin Jaya, to the Ministry of Public Works and Public Housing of Indonesia. However, due to the high amount of waste generated, four other sub-districts, namely Darul Imarah, Kuta Baro, Mesjid Raya, and Baitussalam, also need to be proposed. This research aims to prioritize the order of WMS 3R construction in Aceh Besar Regency, focusing on these six sub-districts only without examining villages as potential locations. The quantitative approach with a questionnaire was used to collect data from six targeted stakeholders and decision-makers through the purposive sampling technique. The criteria evaluated were land criteria, waste vulnerability, service coverage, geography, community participation, and availability of management. The data analysis technique used was the Analytical Hierarchy Process (AHP). The results show that the priority order for WMS 3R development is as follows: Darul Imarah, Kuta Baro, Ingin Jaya, Lhoknga, Baitussalam, and Mesjid Raya sub-districts. © 2026 Author(s).
