Indoor Localization is a location-based service that focuses on enclosed spaces; which is a weakness of Global Positioning System (GPS). This technology can be used to monitor the positions of people who are blind or visually impaired who are within certain space indoors. Visually impaired people may have difficulties in identifying obstacles or any other items that may be on their paths while walking. Thus, this research proposes to design and develop a web-based administrator application that can show the positions of blind people within certain spaces. This application will be built using adonisJS framework and WebSocket technologies. These technologies will provide real-time data. The application was developed using Scrum approach. The application's usability was then evaluated using WebQual questionnaire and Likert scale. The result was 481 with an average of 4.00, which falls under the acceptable category. © 2023 IEEE.
